He also Ellis'd properties at 1330-1340 Leavenworth, including disabled people, was a partner in clearing 527-531 Union Street, and cleared other buildings under the aegis of "Leavenworth & Reed Street LLC" and "Sacramento & Hyde LLC". He also cleared a building on Larkin Street between Sacramento and Clay, and is in the process of clearing a building on Wetmore Alley off Clay, where Mark Leno held his press conference to announce his legislative initiatives against the Ellis Act.

Tenant activists say that Andrew Zacks is a private practice attorney who has marketed the Ellis Act as a way to get rid of tenants. He is the main lawyer involved in evicting elderly tenants. He also owns Ellis buildings and is evicting his own tenants.
Zacks represents the owners of the Hotel Chronicle, a residential hotel that is home to 16 tenants, many of whom have lived there for decades. The owners are using the Ellis Act to get the tenants out of the building, saying that they want to leave the rental business.
Zacks also represents the owners of the Astoria Hotel, a 92-room residential hotel that was ordered by the court to stop renting its rooms to tourists. In a similar case, Zacks represents owners of the Cornell Hotel on Bush Street who want to turn almost half of their units from residential units to tourist use. He took their case to the Supreme Court. And he represents the owners of the Remo Hotel in North Beach who want to convert their hotel to tourist use.
Under the SF Residential Hotel Conversion Ordinance, residential hotels can't be converted to tourist hotels without a conditional use permit. This ordinance is meant to preserve housing for seniors, disabled people, and low-income people.
15-19 Wetmore was purchased on 10/15/13 for $988,000 by his 2415 California Street LLC and then evicted on 4/30/14 - a mark of class real estate speculation.
1448--1450 Union Street was flipped with partner Jane O’Leary. In 2001 they bought it for $975,000 and in 2004 sold it for $2,250,000.
1520--1530 Larkin Street was purchased building in 2004 for $2,350,000. It was Ellised 2005, and then sold units in 2006-2007 for total of $3,969,000.
2425--2425 Franklin Street was Ellised by Russian Hill Partners LLC (registered agent Sean Whelan / partial owner.) It was then condoized in 2013.

1330-1340 Leavenworth was purchased on 4/6/2005 for $2,825,000. The first Ellis notices was on 5/9/2005. On 11/2007 he completed his first TIC transfer.
2541 California, zoned RH2, was purchased from a bank after foreclosure in 2010 for $2,725,000. Financing was with Sterling Bank (known for fractional loans). 2 of the 8 units sold for total of $2,000,000
5297 California - Purchased building in 2002, and converted it in 2007. Condo owned with brother Scott Whelan and Jane O’Leary.
He lives at 158 Funston in SF, and his wife is currently suing a decorative fireplace manufacturer for injuries to their children, with the same type fireplaces installed in the luxury units Whelan put in place of the Ellis'd units Info is here. (Lawsuit under wife’s name Panico)
KSL abruptly terminated the lease agreement with the Mountain Kids Playcare project. Construction had already begun on the project, which took the form of a 5,000 square foot “sprung construction” temporary building on Squaw Valley property. Mountain Kids owner Sean Whelan says that he will lose $470,000 over the abrupt cancellation of the project. The initial demand letter to KSL demanding payment was rejected.
